AFAIK a big part of performance issues in VPS environments has to do with I/O bottlenecks, so you might want to take interest on the hardware being used and RAID.
Of course, the number of VPSes per node will generally affect performance as well.
It is very unlikely that you will find such a thing as a “best host”, even if your criteria is so specific. Nobody I know does extensive tests like that.
There is no best host. The best host is the one that meets your standards.
What are your requirements considering? Also what is your budget you are aiming for?
I am looking for a managed VPS with a comapny that has a good reputation regarding support and up time.
I believe that a lot of web hosting providers will be able to provide you that kind of web hosting solutions. Means that you need to know the size of the solution you are interested in. That’s all what I can recommend you to do now - to evaluate the size of the solution you are interested in.

As per our sticky thread: http://www.sitepoint.com/forums/showthread.php?t=681490 there is no best host for every user out there, only the best host for your specific needs and budget.
In terms of VPS, if you want the best database performance then you want someone running RAID-10 on 15k RPM drives - or even better, using SLC SSDs (although expect to pay quite a premium for that). RAID-5 or 6 will have poor random write performance in a multi-tenant situation due to the way that it works with writes, as it just can’t get the number of write I/O ops.

I definitely have to agree with Karl. There is no “best web host”, only the best option given your particular needs. Different hosts are targeting different levels of performance, customer support, location, budget, etc, etc.
To the OP: You asked a very very very subjective question which is also the most commonly asked.
One person’s treasured host could be another’s trash. You have to know and have used the host to know which one is the best. You can only go off reviews and others’ experience so much until you reach a threshold.
