“Long tail” is all about focusing on less popular items, on the basis that there are usually a lot more of them. There’s a great explanation of it in business terms at http://www.wired.com/wired/archive/12.10/tail.html
Let’s say you have a website selling 100 products. You might be tempted to focus all your efforts on the 10 best-selling products, because that’s where the money is, right? Wrong! Sure, each of those 10 is more popular than each of the other 90, but in most cases, those other 90 will between them account for a lot more sales than the top 10.
This is where the web can really come into its own. A physical shop will only have a limited amount of space, so can only stock a limited range of products, and it will only appeal to people within a limited distance. This means that they usually have to concentrate on the more popular items and will have to ignore the others as they don’t have room for them. But on the web, you can often get past both of those problems. There’s a global audience out there, and if you’re offering online services, there’s no physical storeroom to worry about … so don’t ignore the less popular items!

as these terms apply to search engine optimization, long tail queries are searches for keywords or phrases (of any number of words) that occur infrequently
Absolutely agreed - although search phrases of more than 3 words are almost certainly in the long tail, given (a) how few people ever search for more than one or two words, and (b) how many more combinations of 3 words there are than single words.
SEO = Search Engine Optimization
so what are you trying to say? short tail = long tail?

short tail means - phrases or most of the time just a one word kws
long tail means - 3 or more words kws
if your considering a kws, its much better if you could target long tail ones
