This attribute indicates the human language of the linked resource. It is purely advisory, with no built-in functionality. Allowed values are determined by BCP47.
I doubt it has any effect at all on SEO, unless you are running a multilingual site.
The code depends on the language of the page or resource to which you are linking. Geographical location is not relevant.

What is meant by author is it necessary?
If the site is in English, and the resources to which you are linking are also in English, then it is not necessary.
I presume that’s an unrelated question and you are referring to <meta name="author" content="author's name">. That is not one of the meta tags which Google uses.
