What is a Win 7 "Promotional Disc"?

OK, so I buy this Windows 7 Ultimate 64 bit Edition and the guy describes it
in the eBay auction as being “full OE version” so I’m thinking I bought a disc
that normally comes with a computer

And, he said it comes with an un-used key…but there’s no key.

The disc says “Promotional Disc”, so it this an OE version, or not?

I’m thinking I need to file a claim with Pay Pal for this guy misrepresenting
his auction and get my money back. Is this the thing to do?

If you can’t find the CD key anywhere on the box and it is asking you for one, then I think you got scammed. E-Mail the guy and tell him you can’t find the key. He probably didn’t pack it in and is scamming you.

OK, so the key was on the inside flap of the sleeve that the CD was in.

I’m hearing that this promo version is just like the retail version and is
simply a “freebie” from Microsoft that they gave out during the start
of this product being released.

True???
