Generally this means that you pay for travel expenses (if required), taxes, misc. transportation such as gas, parking, fuel, and that they don’t withhold any taxes. You get $x/hr and otherwise you are on your own.
If you are adept at managing your money, taxes, and books this is the best way to make the most money. If you aren’t, you can really get screwed especially on taxes.
Out of context it really doesn’t mean much at all. All inclusive just means everything included. What they mean by that is really a question you should be asking them. The one line you posted here doesn’t really mean anything (or could mean anything however you look at it).
Disagree: don’t ask them what it means until the rate is set, beacuse it’ll make you look less experienced as a consultant. The term ‘all inclusive’ is a standard reference in the world of onsite corporate consulting. The one-line that he posted is completely normal and meaningful to me.

I can honestly say I have never seen that, but it makes sense. I’ve never done on-site consulting, and have always charged for travel and other expenses. Clearly I have a lot to learn in that area!
Onsite consulting is rough, but the hourly rates are so high that it’s hard to resist. I do a lot of whole-days with onsite clients and it’s still a large percentage of my income. I don’t really mind it, because otherwise I’d be working on my own all the time and I like collaborating with people. I also get to see what’s going on inside governments and large corporations.

I did get a response from someone saying that you get paid a day rate.
If they call you in you get paid a preset amount.
The amount is fixed meaning if you work 2 hours or 10 hours you still get paid the same rate.
Why is onsite consulting rough in your opinion?
I have provided consulting services primarily as a computer trainer which has been ok
I have never provided consulting services as a web developer
Is there a big difference
There are people that criticize, then there are those who try and help. I’d rather apply my skills to something that is good for the public (frusatrating as it is) then for a private enterprise.
By ‘rough’ I just meant that it can be hard dealing wiith other organizations networks/IT, human resources, parking, etc. Also the travel can really get old. I have flown round trip between Boston and New Orleans about 15 times this year, and to Bangkok 4 or 5 times, too. But, it’s nice to work with new people and get around, too.
