From my experience it is good to use a variety of tools for keyword research. I would first use Google Adwords tool and as well Search-based keyword tool to find out the general cost of keywords. This will help you figure out if the words are worth targeting or not.

I personally use google adwords tool. If you donot have an adword account you can use the google external keyword tool. It is same.
My second preferance is Raventools.

I would prefer Google keyword tool because it gives plenty information about keywords. In this You can type in a seed word and get tons of related phrases and synonyms.
