Just a quick question - If a website builder is done with php script outputs can the end product (website) be seen prior to uploading.
We have been told it can but only on a server and not on a desktop.
Please let us know your thought.

Only on a server, but a desktop is a server if you run server software on it. Download XAMPP/WAMP and you have a working web server on your own computer where you can run the PHP code.
