I would recommend designing your page on grid paper first. Look at the layout of mp3skull and other mp3 sites and see what’s good and what’s bad about their looks.

You’ll need to be more precise in what you’re asking for. What exactly is it that you are trying to achieve that you don’t know how to do? How far have you got by yourself?
Another idea is to mock-up the website suing a tool like Balsamiq Mockups. They have a free tool if you don’t mind the occasional upgrade request message.
