Affordable Yes, Most important is Usability for this user.

Basic need is ability to voice over a video. Needs to be able to pause while talking then continue playing. Open Save in .flv format. Windows PC. This this person got their first computer a few weeks ago.

Seen some great suggestions in other threads, hoping to save a bit of time and get a suggestion or two that really fits for this person.
