What’s the value of a link in terms of seo of a link from an authority news site (newspaper), the homepage has a PR9, but the page linking to me is only PR2.

The same as a PR2 page with the same number of links on page anywhere else. PR is a page thing, every URL stands on its own, the PR of the homepage has no bearing on what you get from this page.
So does the fact that it’s from a very important news site not have any impact?
No. There’s no reason for Google to create some kind of separate “authority” concept when establishing the authority of a page is what PageRank does.
