Unique page ID in URL

Hi all. Is it considered good practice to include a unique page ID somewhere in the URL, in case a SEO-optimized URL name changes? For example, instead of /title-of-page/ using /592-title-of-page/ ?

If so, is it common practice to run an analysis server-side to ensure the page name not been updated, for example from /592-old-title-of-page/, and 301 redirect if it has?

If not, and a page name changes, are users just getting 404 messages whenever page names change?

Did 301 redirect doesn’t work. It a great SEO technique to name a unique title in every page.
