No I mean a tool that analyses the quality of a sites backlinks including for spam
What do you mean by “quality”?
Backlink Watch shows the PR of the linking page and how many other outgoing links there are on it - oh, and the anchor text too.
I wish there was really was a trust rank tool, how useful!

Good question. What I mean by the quality of a back link is this:
- has good page rank
- has a good age (both page and domain age)
- does not link to spammy pages
- low number of outgoing links
- has Dmoz listing
- has itself a lot of backlinks that have all the above plus relevant content (digging to several levels but reducing the score of each level)
I hope that makes sense to you 
Given that the biggest search engine in the world sometimes has problems with determining what “spammy pages” and “relevant content” are, I think you’re setting your sights a little high in wanting that from a mere backlink tool.
When you find one that does all that, let us know

Well that’s why I asked about a TrustRank tool not a mere backlink tool :). But consider that we would only be interested in knowing what GOOGLE considers as spam (so the tool could check their index). Relevant content could be assessed by the page titles and backlink anchor text (next level). The tool would obviously need to be a spider.
We’re talking about a tool for link building, so you would enter the URL of a potential link partner along with a list of keywords. I think that would do the trick.
Anyway I’m trying WebCEO but it’s inadequate and very geared towards the US (at least the free version is). Backlink watch I’m finding more useful but it shows every instance of sitewide links which crows out the list, but thanks anyway!
The closest thing I’ve ever found to an actual Trust rank tool for backlinks is the [B][U]SEOMoz Open Site Explorer[/U][/B] backlink tool which gives a ‘site authority’ score powered by their Linkscape Web Index.
If you sign up for their Pro SEO tools package you get tools that do what you want (and no I’m not on a commission!)
