Ok, so it sounds like you want to know what CMS to try…
Why don’t you try out one of the free hosted services to see what works best of your needs and then if necessary then you can download it and really dig into it.
Wordpress has a free hosted blogger service
Drupal Gardens offers free turnkey websites
Acquia offers ready to run social networking websites and a hosting service
I don’t know what Joomla offers there are out there to try it out but there must be lots. Google it
