Suggestion to increase customer base

Hi All, We are an E-File Service provider of IRS Form 2290. We are looking to increase the customer base and all efforts are not helping us. We did Google marketing and was only losing money heavily. Tried magazine and website marketing did not work. Tried display cards and turned out to be a big flop. We have good contents in the site and site ranking is decent enough.

I haven’t tried Affiliate marketing like CJ or similar.

Any suggestions?
