Someone I’m planning to hire for front end development is being insistent on using SproutCore.
Has anyone ever played with this? Should I feel safe locking a startup into this technology?

I’ve never heard of it, but remember that you’re the one hiring this person, so you should be calling the shots, not them. Perhaps it would be worth finding out if they have a vested interest in using this thing, other than because it’s the best thing for what you want to do. Perhaps doing some research of your own is a good idea… this article for instance doesn’t exactly shower it with praise. If what it says its true, the lack of regard for progressive enhancement sounds a bit awful.
