I do a have a specific question, link building seems to take for ever, so am wondering can anyone recommend a UK based SEO that is affordable and does not want a 12 month contract, to give me an seo report?

I’m not quite sure what you mean by “SEO Report” as this could cover a multitude of sins.
However, look at IBP (Google it). The software can be bought for a one-off price and gives tons of SEO information for you own website and those of your competitors.
However, the software will take quite a bit of study to fully understand its power. Also, search engine updates are taken care of, but for this there is an on-going monthly charge.
I have used the softeware on a client’s behalf. But, I would not buy it for my own hobby website as it is on the expensive side for that.
