What do you mean by skype? Just the front end website you see in your browser, or the actual making-calls-over-the-internet functionality that are skype calls?
If the former it could be anything - PHP, Cold Fusion, ASP.NET, *.NET, Ruby, Phyton, plain HTML. There’s nothing special about the front end that lends its self to any language.
