My site takes average of 4 sec to load completely. Can anyone tell me which html/css element is responsible for it?

Check the performance guide recommendations and take note of the dropdown hints for each individual category.

Also if you go in Chrome and hit right click - Inspect. Go to audits and audit a reloaded version of your webpage. It has a lot of great suggestions probably.
You mainly need to start implementing caching.
