A client wants to build an eCommerce website I suggested Shopify as a good solution. The problem with Shopify is with it’s 2.5% transaction fee. Is there an Enterprise level plan that will wave the transaction fees entirely? Or at least bring it down to 0.65% if it’s absolutely necessary?
It needs to integrate with Moneris (Canada) for payment processing.

I think that Shopify is quite clear on the fees they take.
This is for online selling…
As you can see, the maximum is 2% and the minimum 0.5%
So I don’t know where you got those numbers.
But anyway, with questions like these, it is always better to ask the source 
My mistake - not the transaction fee but the credit card fee. It sounds like those rates (2.5% + 30c per sale) only apply to the Shopify Payments program.
Like Molona suggested you need to contact your payment provider, in your case Moneris
