I plan to offer worldwide shipping on my ecommerce site. I was wondering if there is a ‘safe list’ of countries or a list of specific countries I should exclude to minimise problems/potential scams?

The countries I consider too high risk to do business with are Egypt, Ghana, Indonesia, Lebanon, Macedonia, Morocco, Nigeria, Pakistan, Romania, Serbia and Montenegro, Ukraine and Vietnam. More orders than not from these countries were made with stolen payment information.
Using something like Maxmind’s minFraud to geolocate visitors, detect proxies and vet transactions is a good precaution.
I believe their current list of high risk countries is similar to the one above, but fraud is also a moving target, just like spam.
