Is there a way to make sure that responsive.css always dominates what is written in style.css.

The two factors that determine which is a dominant style are order: the last style wins, and specificity: the more specific selector wins, regardless of order.
I think sir !important is not a very good practice?
True, if used routinely. It is best considered a tool of last-resort.
