Well from a quick glance at your site and dig through your code. My best guess on the problem would be you have a scrolltop javascript functionality in one of the many scripts you are using. You will most likely be looking for something like onload scroll top that targets the container, form or wrapper of your form.
Yeah, it’s hard to find what script is being trigger.
One thing you could do is look at which scripts are the most likely culprit and disable them one at a time. Jeepers creepers, there are lots of scripts in there, though. 
One of the problem when using an e- commerce theme with a lots of plugin, sliders and animation included.

Yes, the quickest solutions don’t always turn out to be quick in the end.
