Related Lists--what is the Best Way to do this dynamically?

I’m a newbie here. We are using a CMS system and I’d like to create a related list based on taxonomy categories (e.g. return top 3 articles related to fish and salmon). And is there a way to make it easy for content editors to choose such a dynamic list or do they need to query it when they set up the content?

It would help to know which CMS you’re using! I could suggest a way to do it in Drupal, but I don’t know any other CMSes well enough to say. It would require a bit of setup work on your part, but it would make things relatively easy for your content editors to do without knowing any code.
