You probably mean Ulead Photimpact? Corel no longer sell it so you’d need to go to the developers - http://www.novadevelopment.com/software/photoimpact-pro-129013
I’ve used Photoimpact for years, it was one of the first image editing packages that catered for the web by offering .jpg support as standard + image optimisation.
Mmmm, i don’t know the price, but i think this software called enerwings it’s free right now because it’s on beta stage. you can ask for a free license at www.enerwings.com
If Photoshop is overkill, you can do a lot with PS Elements and it’s fairly reasonable.

I’m not on Windows, so I can’t give you a hands-down review or recommendation on any of them, but a few of these do look promising.
Yes, I’m using Photoimpact on
my XP machine and it works great.
But, once I upgrade to Win 7 64 bit, I’m going to have
to find something comparable to replace it with.
Is the Corel PaintShop Photo Pro X3
a good choice to replace Photoimpact?
Have you ever used GIMP? Its free and really good! Works on all Windows and Linux, I’ve never used Mac but it probably works there too.
And Adobe has a HUGE student discount if you are a student.

Does it have an image slicer that saves the sliced image to an html page putting all the images in a folder?
I can do this using my Photo Impact program and hoped to find a program that can do this but is also a modern program that will work on Windows 7 64 bit.

Looks like it’ll work on Win 7, although I don’t see where it say it’s 64 bit compatible.
