If you want to be free to control your own resource usage and not subject to sudden termination for arbitrary rules, then get your own server or a VPS account.

It depends on what high or medium means. Do you think that 5% constant usage is a small amount? If everybody gets to use 5%, then the server probably can only host reliably about 10 resellers. If the host is to make a decent profit and advertise its services, the cost for that reseller account could well be $100+.
If you’re allowed up to 25% usage, this is because the host is lenient and betting on customers not doing that simultaneously. The more generous the host, the higher the chances of server instability.

Most hosting providers only suspend the end user account that causes issues. Are you saying that your own account is the one causing trouble?

webhostingbuzz gives 99.95% uptime. is it really true? review sites shows its uptime is between 90% - 99.8!
logicweb = 99.99% uptime on network, 99.9 on server (web,ftp,…) ; and a few good features; price is low.

Hostgator’s policy is 25% for up to 90 seconds. Still, it doesn’t mean they will let an end user use 20% day in and day out, just as it doesn’t mean that eleven2 will allow 50% constant usage.
65% is quite high for the entire server, not to mention for 1 user, but it should not be an issue to allow it for a very short while.

That is not a fair policy. As I said, reseller hosting providers will suspend end user accounts, not reseller accounts, unless the reseller is not following the TOS (e.g. offering free hosting even though it is expressly forbidden).
For a (relatively) short while, yes. For 10 years? Unlikely. The longer the time span, the more chances for the unexpected/unforeseen to take place. This can be a natural disaster, or a failure of systems to behave as planned, an upgrade (keeping up with technology) revealing compatibility issues etc.
Then you have the costs involved. You need servers all over the world, essentially multiplying the costs. For most websites the gains are not worth it, compared to what regular hosting can achieve (99.9%+ long term uptime, from a good host). There are few businesses online that couldn’t survive an 8 hours or even a 24 hours downtime (which is a small disaster). It will result in lost business, but limited. Customers can and many will come back to order later, when the site is back up.
