Question about Adobe Illustrator's pen tool and applying gradients

Ok, first I open an image that I’m going to trace over in Illustrator and then on another layer I use the pen tool to trace over areas of an image and then I try to apply a gradients to those areas. It doesn’t allow me to, instead my cursor is replaced with a “cross hairs” and a circle with a line through it signifying that I can’t do that operation. Why is it doing this and how can I fix this?

I don’t use Illustrator all that much, but I think you need to first apply a gradient to the shapes fill via one of the gradient swatches. Once you have a gradient, you can tweak it with the gradient tool and edit its colours in the gradient palette thingy.
