Problem on a PHPBB3 forum

On a PHPBB3 forum, the users are not able to post smilie images or put text in underline, italic or bold. When trying to do any of those, the error message below comes up:

This is probably a better question suited for the guys over in the phpbb forum. However they will most likely tell you to do a fresh install. As in manually and not from a host auto install.
