Php Include Problem

I am trying to do a basic include by creating a header.php I have pasted all my header info/attributes in and It doesnt like it. It says expression expected.
I am using phpstorm (this is a new editor for me).

As soon as I put the <!DOCTYPE html> in between the tags I get red squigglies. Should I escape all the angle brackets?. I have looked on the net and it just shows putting the code in between <?php ?> and it works … but mine doesn’t for some reason.

With that code as it is, you don’t need the <?php and ?> as there isn’t actually any php code there.
