Paypal Transaction Refused

I have turned my Paypal live and keep getting this response.

“The requested action could not be performed, semantically incorrect, or failed business validation.” TRANSACTION_REFUSED

Does anyone know where I can find the cause, Paypal debug is useless.
Sandbox works perfectly.

Have you tried contacting their support directly via email? They will be required to respond to the letter and help you.
