Pages not loading/displaying

I am about ready to beat my head into my computer, as I cannot figure out what is going on. I have a server on a network that is behaving badly. I thought it was an Apache issue, but IIS was having the same issue, so I’m back to a WAMP system.

Sometimes, not every time, pages are just either not loading or not displaying. This problem started about a month ago, with no changes to coding. It was running on a virtualized Windows XP machine when the problem started (no appreciable changes were made to the setup that I am aware of). It has since been moved to a Windows Server 2008 RS2 machine and the problem continues, despite a fresh install of Apache 2.2.17, PHP 5.2.6 and Mysql 5.

The odd part that is really driving me up the wall is that at least 50% of the time, when I click view source, the HTML is in the source, but the page is still displaying blank. When using Firefox 4, the source display says 0 errors, 0 warnings. If I copy the source to a file and load it, it displays fine. There are times when the source is also blank. Either way, after refresh once or twice the pages all display fine. I have error logging on and there is no php error to fix. The Apache error logs are also silent on this issue.

I have tried messing with the headers that are being sent to see if there was an issue there to no avail. Since I have run completely out of ideas, I am asking if anyone can think of any reason why it would be behaving like this. I have full access to the server to make any possible changes.

The problem also shows up in IE.
