Page Filter Help!

Can someone tell me what I must edit to this code to allow parent level pages to be “clickable” ? I’m taking over managing a site and we are making a sister to it, but they have no child level pages, so I need the main (parent) links to be active… but with the filter that is set I can’t do that, I’m wondering what i need to change. Here is the code for the filter
