I have a number of photos that I want to zip and upload.
I want users to be able to click a link that downloads the Zip file (without having to register or login).
Is there a site that allows me to do this?

I think you can do it through Picasa. However, if your storage size is more than 1 GB, then you need to go for a subscription based photo backup solution.
Dropbox will do what you want, it syncs files automatically to their online storage from which you can create publicly accessible links for others to download
Dropbox is the best but if you do not want the files on your computer, you can use windows live and share publicly.
