NOINDEX NOFOLLOW - showing linked PDF

Hi,

I have a page with personal info that I set up only for potential employers to see, the page is not linked-to from anywhere in the site; the noindex nofollow was included from the time that I first uploaded it:

Google has not indexed or listed this page, however it has listed and indexed a PDF that I have linked from this page(the PDF is not linked to from anywhere else).

My understanding was that with a noindex nofollow - not only the page would be off-limits but so would any offshoot links(assuming they’re not linked from other sources). Is that a misunderstanding? If so can I specify ni/nf for the PDF? Or perhaps I have the syntax wrong?

Any thoughts/advice welcome.

One way might be to move the PDF into a different directory and use a ‘robots.txt’ exclusion ‘Disallow’ on the directory containing the PDF.
