There is literally millions of free and paid templates you can modify the code to be your own if designing is a problem.
But a portfolio does not need to be a work of art for a coding portfolio just examples of solid code. For coders/programmers things such as github, linkedin and a blog could and most of the time is more than enough for a programmer to show there knowledge.
If design is a huge concern your options are befriend a good designer, learn design or pay someone to design it. Maybe you can trade your skills to a designer for a design. The options are there for a person motivated.
