I need a good TIFF Image viewer/editor for integrating in a website, which can

  • Display TIFF image page by page
  • Display TIFF image in a single page with scroll bar
  • We can highlight the image

The best viewer I know is Faststone (from www.faststone.org). It meets your three requirements, but note that it is a viewer not an editor. It’s free for non-commercial use.
