My php web page appears to shift right and then back upon refresh.
Or I guess you could say it expands right, then sort of snaps back upon refreshing the page.
Any ideas on what might cause that?
Not without seeing the page, or the code. 
Just a shot in the dark without seeing your page or code, but have you considered that it might have something to do with a vertical scroll bar?
