Joomla and WordPress are PHP scripts, so you’ll need to run them on a PHP enabled server, or on your computer if it is set up correctly.
Thankfully, as you’ve mentioned WebMatrix and as you state that you know .NET you’ll be able to use WebMatrix to install WordPress for you and run it from your own machine. WebMatrix will install its own version of IIS if I remember correctly and if asked to install WordPress WebMatrix will run through all the configuration for you.
