Does anyone know of a tool that will let me input a URL, and it will give me a percentage relevancy of the meta description to the text on the page? Just like domaintools.com does, except theirs is limited to the website’s homepage…

I think www.websitegrader.com does that for you.
As a side note, meta descriptions are essentially worthless when it comes to search engine rankings. I have, however, seen people use them for their own internal site search engines.
try to use submitexpress tool… i believe they have a tool like that…
