Is this possible today in CSS or only in about 2019?

Please see this beautiful orange net down in the image.

If I want to do such an effect in CSS should I wait to 2018-2019? Or is it possible even today with some of the latest CSS properties?

You can do something similar with CSS, but that looks like an image.

If you want that particular pattern, return to the site where you found it and copy the image.

Not sure what else to suggest.

It is similar to the effect discussed here, but inverted.

If we are talking about the overlay on the image then yes you can use linear gradients to do that (as seen in Sam’s example above).

Here’s a codepen of one I just knocked up.

The pattern was taken from Lea Verou’s pattern gallery and I just set the colours to transparent.
