You can do something similar with CSS, but that looks like an image.
If you want that particular pattern, return to the site where you found it and copy the image.
Not sure what else to suggest.
It is similar to the effect discussed here, but inverted.
If we are talking about the overlay on the image then yes you can use linear gradients to do that (as seen in Sam’s example above).
Here’s a codepen of one I just knocked up.
The pattern was taken from Lea Verou’s pattern gallery and I just set the colours to transparent.
