The closest I’ve found was this…

…or you could manually asign the shortcut (Start-All Programs-rightclick on Notepad-Properties-Shortcut Key).
You can create your own
Start > programs > Accessories >Right click Notepad
Open properties
In “Shortcut” tab there is a space to add “Shortcut key”.
Click there and press a key (For example - N)
Click OK
Now press Ctrl+Alt+N
Notepad will open.
Shortcut keys automatically include CTRL+ALT. Press the key you want to add to this combination. For example, to define the shortcut key combination CTRL+ALT+H, press H. You cannot use ESC
, ENTER, TAB, the SPACEBAR, PRINT SCREEN, DELETE, or BACKSPACE.
No other program can use this key combination. If the shortcut key conflicts with an access key in a Windows-based program, the access key will not work. An access key is a letter or number that carries out a command when used in combination with the ALT key.

'Cause it’s an obscure Windows feature, exploited by some programmer to make money off of ignorance?
Mmm, I don’t think so. The default shortcuts in windows are ctrl+alt+[key] whereas with winkey, you make custom use of the windows button, which you probably have and never use. It’s the one with the windows logo on it, for example, when I want to open notepad, it’s just winkey + n, which is quite a bit easier than ctrl+alt+n. I have a ton of winkey shortcuts… you can do winkey+anything+anything
Does windows allow you to make shortcuts using the windows key?
Windows has tons of built in shortcuts with the Windows Key in it already. I use them a lot. I probably use it more than any other command key on the keyboard.
Winkey+R is probably the most used command on my computer. I can start any program from it without leaving the mouse. Great little feature. I know I can pull up the calculator, notepad and other little accessories with it faster than someone with a mouse can. But then again I also type about 100 words a minute as well.
If you like Winkey, then by all means use but if there are alternatives that are just as easy and already built in, then I don’t see the need for it personally. If you want it on your computer, that is your choice. I am sure I have stuff on my computer that you wouldn’t choose to install.
I also use a lot of shortcuts, what geek doesn’t? Most convenient is Shift + F9 to take a screenshot without having to open an imaging program and pasting it. Automatically launches, allowing me to save an optimized image (program is WinGrab). I also use Alt + Tab to toggle programs a lot. Another great one is Ctlr + Enter in IE, forget having to type “http://”, “www”, and “.com” again when typing most addresses.
