Is it possible to have 'buttons' on a page that will scroll user to content titles on a page?

For the sake of keeping my page count as low as possible, I thought it would help if I could use buttons that would allow the page viewer to scroll to different subject matter on the same page, but do not know for certain if that is possible. At the moment I am experimenting with content title links, but have not gotten that to work yet.

I would prefer this to be done with HTML/CSS as I do not know js.
