Bringing expert content to well visited sites is certainly a good strategy. It may not bring back an immediate bump but over the long term it helps build your coverage and each opportunity opens more.
As far as using network sites, well, I think you can always find success but really just like with traditional PR, the more you can do to pitch your way in to something specific, the better.
guest blogging IMO is a great marketing strategy. it allows you introduce yourself to a whole new set of audience (not necessarily new type).

I’m myblogguest paid member, and I was lucky to find a number of great writers there. Yet what I see there is that lots of people don’t get what guest blogging is about - they’d reach you out with poorly written, structured and researched posts in search of an extra backlink.

I only do a couple of guest articles each year. My view is that the time you invest in guest blogging is lost on focusing on your own sites. Yse you can get some extra visitors but generally these are limited.
If you can write good content then yes
I think it all depends on the site you are guest blogging for. Many blogs allow anyone to write for them and a lot of it is low quality content, thus the value those backlinks bring is minimized.
If you do guest blog make sure the site you are writing for is selective and only posts unique high quality content, otherwise the benefit you get from it will be diminished.
Guest Blogging is a superb technique. If you have good quality content then guest blogging chances will increase on your blog.
