How do I go about creating a blog to be inserted in my site?
The first question that comes up in my mind is that I have to control the posts tio make sure they are not abusive, etc. How is that done? Do I need php, or can it be done purely with html/css?

Generally by choosing a blogging platform and integrating it with your site. There are many to choose from. WordPress is probably the best known, but may not be the most suitable, depending on your requirements. (If you only want something very simple for occasional posts, WordPress is probably overkill.) Ghost is also becoming popular, and there are many others. As many of them are free, I’d suggest playing about with a few of them to get the feel and see which suits you best.

[/quote]You mean the comments, yes? (Blog posts are generally the articles you write yourself.)
There are various options, and again, which one suits you best will depend on your circumstances. You can use a plug-in like Akismet to detect and intercept Spam, or you can set all comments to require approval before being shown. Again - look at the different platforms and see what options they offer and how easy they are to use.
If you’re completely new to this, I’d go for something like WordPress or any other blog software of your choice. Whether you need PHP or something else will depend on which software you use. You definitively will need a backend programming language.
Regarding post control… I guess you refer to comments posted by other viewers. You could use plugins like Askimet to control spam but you’ll still need to read those comments and moderate them, like we do with the posts in this forum

It all sounds very confusing…
The idea would be to put the starter of a blog in the index page that would link to a separate page/s that would accept comments.
Where do I start? Build the html/css page, and then look at the plug-ins (Akissmet) or do I need the plug in even before I start?
