It is right if your intention is to prevent search engines from crawling and indexing your pages. Is that what you want?

#3

No then am wrong, I need search engine to crawl.

Normall what is the practice, when we have admin dash board.

In seo point of view do we say search engines to crawl or now.

Search engines will crawl and index every page by default. If that's what you want them to do, then you don't need to do anything. There is no need to add any meta tag.

Adding nofollow to every page of your site isn't recommend as you are basically telling search engines that you have included lots of links on your site to other sites whose content you cannot vouch for. See here: http://www.dashboardjunkie.com/noindex-nofollow-canonical-and-disallow

if external links are provided by you in the blogs then use nofollow

If the link is relevant and to a trustworthy site which you think will be of benefit to your visitors, there is no need to add nofollow. In any case, you should add it to the link in question, rather than as a meta tag on the page, unless you want all links on the page to be ignored - including those to your own site.

Not only no need, but I think linking to reputable external sites actually helps the site providing the link. Unproven and unsubstantiated, but it has seemed to help for SEO for me before.

I think you just misused the nofollow tag.

Nofollow tag is only use on links that you do not want search engine to crawl, ex. outbound links and comment section link.

If you place it on your entire website then search engine will not crawl links that have nofollow tag. Your site internal linking might also be affected.
