I want to build a blogging website, but also add a forum function. I want to use siteground hosting and build it with WordPress. Do you think this is feasible?

Most certainly. I use siteground and host my blog with WordPress. WordPress is for blogging after all and siteground has been a solid choice for performance, features and more. I will say though it is a bit on the expensive side after you get past their promo period… but I have no problems with it and its stable and fast.
So yes, everything you want to do is more than feasible and is actually easy to set up.
