You can’t tell if a Website was built using PHP or not unless a Web page has the .php extension. The home page could be a PHP page, but I can’t tell.
You can’t access the view source normally because the whole Website is made using Adobe Flash, so it’s a Flash Website. If you’re using IE8 then you can press F10 > View > Source to see the source code of the Website. You’ll be able to see that the code is a mixture of HTML, JavaScript and of course embedding of the Flash.
Well, I personally don’t use any template designs - I create custom designs and so on. Perhaps someone who knows the best template design Websites available can help you in that aspect.
I don’t get what you mean by something similar - Not the design, but the idea? If you mean the idea of how it works then I wouldn’t recommend building a complete Flash Website as it is bad for accessibility and search engines. You could create a Website with similar functionality using just HTML, CSS, and JavaScript though.
