You mean an incoming link from another site?
The best course of action is to ask the site to remove the link. If they won’t do that, then the “disavow” tool lets you ask Google to ignore that link for SEO purposes. It doesn’t remove the link.
I disavow this link in robots.txt but still it’s there.

That makes no sense.
robots.txt advises search engines which areas of your site you do not wish to be crawled. You cannot use it to block incoming links.
To disavow a link, you need to use the process set out by Google in the link I provided above.

I was do the wrong step that’s why it’s not disavow but now i got it.

New to spam links. Is there a definition of spam link? How often webmaster disavow spam links? Has anybody disavowed a spam link? Any experience on the effect of spam link?
I suggest you read carefully the Google help page I linked to above, in particular the highlighted section:
it will take weeks even months to remove links. Don’t wait for it. Do other things. bye
