How To Make This Flash Application?

I am contructing a website for a home builder and He wants a flash application that allows you to change the color and styles of the interior and exterior of a house.

Does anyone know how to go about doing this or how much something like this might cost?

It’s fairly straight forward, swapping a bunch of images that are masked to their respective areas. The cost could easily mount up, you need to include the cost of the 3d modelling of the scene as well as preparation of lots of different images for all the separate parts.
