I suppose if you find somebody with a relevant app they might agree to some kind of partnership, but I’d have thought what you ought to be doing is finding out why your app is not proving popular.

If your app is unique than just make it visible to other users by appropriate social media strategies so that they get to know about your app. You can use Facebook advertising for this.
And if your app is already getting visible to people but they are not downloading then provide them some offers to download your app for free so that they get encourage to download your app at least for the free app and then retain the user with better services to them.

It’s up to you, of course, but I would never do business with somebody who sent me an unsolicited e-mail like that. I would also say that you would be far better to go the route of promoting your app and getting it installed by real people who actually want it than relying on a third party to get “100 genuine app installs” by unspecified methods, where you have no idea whether these are genuine users.
Just my opinion, but I’d say genuine promotion and results wins out over manipulation any day of the week.

somebody told me that there’re sites reviewing your app and publishing blog. have you tried to contact them? you also need to know about ASO (app store optimize) on web.
Anw, i can give you some tips. Hope this helps:
- Increase baclink (from android site like: androidpit, xda, androidforum, android central…) these forums set up some box for you to introduce your app, receive review, comment from other developers.
- Increase ratings: the higher rating and number of rating - the higher position on searching result from app store. You can follow the rating of other apps. you can check which is the best app (in specified category and learn how they made it). maybe some promotion/gift… then ask users if they like the app? (yes, come on, convince them to rating 4,5 stars; no, give feedback please? don’t convince them to give you rating, they will give 1,2 star. That will ruin your app)
- Total install, of course.
